First elected in 1995, as a government member, MPP Barrett chaired Rural Caucus and was Parliamentary Assistant to OMAFRA. Barrett also previously served as Agriculture Critic during the John Tory Opposition.
A 600-acre family mixed-farm operation north of Port Dover provided Barrett a background in dairy, beef, broilers, hatching eggs and sheep, as well as sweet peas, cash crop and hay. Barrett also worked in tobacco and on a variety of fruit and vegetable farms.
Off-farm employment included American Can, Norfolk Fruit Growers, Norfolk Co-op, Coca Cola, and Culverhouse Canning. For several years, he taught high school agriculture, and lectured at the Norfolk School of Agriculture. MPP Barrett has an MSc from the Ontario Agricultural College, as well as an undergraduate degree in Economics, also from the University of Guelph.
Toby and his wife Cari reside on the family farm where he cultivates his interest in antique tractors, farm trucks, and farm machinery. They have three children – Shawn, Brett and Brittany.
